The default rules in OCI had 22, 80, 443 and few other ports opened by default. So never had a problem SSHing to the server.
I have now successfully opened port 7890 in OCI level too. Just had to select the concerned VNC and update the Security Lists with new ingress and engress rules. Then, opened the port in the OS level too, started a service to listen to it and telnet connected to the port from my local machine.
