After a reboot and five minutes in with konsole running I had a HTOP Mem of 564M/3.82G

At 5.5 min

$ free -ght
total used free shared buff/cache available
Mem: 3.8Gi 798Mi 2.8Gi 21Mi 450Mi 3.0Gi
Swap: 974Mi 0B 974Mi
Total: 4.8Gi 798Mi 3.8Gi

Definitely seems like there is a disconnect between what HTOP shows as used memory, Mem = 564M, and what both free and top return - top & free match with 798M used.
